A tenant-based subsidy is a voucher that is issued to a specific individual or family. The voucher-holder chooses their own privately-owned housing and the Housing Authority subsidizes the rent based on the voucher-holder's income.

A project-based subsidy provides discounted rent based on income, but is tied to a specific unit so that if the tenant moves out they will lose that subsidy.
